The scale of the project:

- Plants for the production of photovoltaic panels in the cities of Astana and Ust-Kamenogorsk, 60 MW expandable to 100 MW. On the basis of Kazakhstani metallurgical silicon of Sarykulskoe field.

Place of implementation

Astana - Avenue Turan area interchange at the airport,

Ust-Kamenogorsk - Industrial Area, District Sogrinskaya CHP

Ushtobe - Syrykulskoe quartz deposits.

The aim of the project

     •Create a production line for the manufacturing of new products in the Republic of Kazakhstan - photovoltaic wafers and photovoltaic modules, with an annual output of 60 MW.

     •The main raw material - Kazakhstan silicon metal.

     •Creation of a Centre of research and development works on energy from renewable sources, in close partnership with the National Institute of Solar Energy of the Commissariat for Atomic and Alternative Energies (France), a global research centers to facilitate technology transfer, the creation and development of know-how.

     •Training of scientific, engineering and personnel facilities and centers of scientific research and development works on the basis of renewable energy sources as well as to solve the global problem of energy conservation.

Project implementation:

Project implementation period 2011 - 2028 years.
2 years (2011-2012.) Are dedicated to the design and construction.
Overall life cycle of the project (planning horizon the financial plan) was adopted for 18 years, of which:

  • 2 years of establishment;
  • 16 years of operation.

According to the agreement, «The strategic partnership between Kazakhstan and the French Republic» dated 11 June 2008 for the development of technology transfer and implementation of the state program , «Path to Europe» for 2009-2011, an intergovernmental agreement was concluded between the Ministry of Industry and Trade of the Republic of Kazakhstan and Ministry of Economy, industry and Employment of France, «on the development of the real sector of the economy on the basis of innovation».
As part of the Intergovernmental Agreement JSC «Center for Engineering and Technology Transfer» in cooperation with European Company for Strategic Studies CEIS (France) signed a participation agreement on May 9, 2010 № 1 on the formation of the Consortium «Kazakh-French center for technology transfer» (the Consortium), which main goal is the development of the real sector of economy of the Republic of Kazakhstan and the Republic of France through the implementation of joint projects.

The first project of the Consortium is «Kaz-PV» - establishment of production line of solar panels in the Republic of Kazakhstan from local raw materials and transfer of technologies and know-how of French companies and laboratories.

The project is a part of the state program on creation of silicon industry in Kazakhstan, designed to move the economy from production and sales of cheap quartz raw materials to the production of valuable import products, i.e. to the production of steel, polycrystalline silicon solar cells.

Implementation of the program is designed for five stages.

1 - involves establishing production and processing quartz vein;

2 - creation of high-tech production of silicon metal;

3- improvement of production to the silicon solar grade,

4 -establishment of production of ingots monosilicon;

5- creation of solar panels;

Thus, the first step is refining of metallurgical silicon obtained by carbothermic reduction of quartz. This step is necessary to achieve the level of purity, without which the subsequent processing is impossible, ending the actual manufacturing of photovoltaic cells.

The second step is the crystallization of silicon to improve the purity and achieve the properties required for the production of solar energy. At this stage the formation of silicon wafers (wafers) takes place. .

Subsequent phases are associated with the manufacture of items with processing of silicon wafers in the active component, designed to become a photoreceptor, then begin the assembly of PV modules from solar cells and, finally, the connection of several modules in the PV system (with the use of electric and electronic components.) .

As of today successfully completed the first two phases of this program as well as there is a number of developments on the transition to the third stage of the production of solar-grade silicon

Progress in recent years in technology of photo conversion and positive experience of photovoltaic systems has become the basis of rapid development in the world of photovoltaic. The global PV market is already in the past, moved thousands megawatt frontier. According to various estimates, if the value received by the photoelectric method of electricity will drop to 10 cents per 1 kWh, photovoltaic can become a serious alternative to any other methods of power generation, in part because of the absolute environmental cleanliness and safety, and it is extremely simple to operate. In this photo converters based on crystalline silicon has a key, fundamental role.

Solar energy is environmentally friendly, waste-free, virtually endless and economical energy source. Solar energy systems can produce clean energy for millions of years, they are silent, consume no fuel, operate in automatic mode, and maintenance costs as well as insignificant as the cost of maintenance of electrical substations. These circumstances had an impact on the progressive development of solar power in the world, providing an average annual increase of installed capacity of solar power plants in the period up to 2010, about 30%.

By the middle of the XXI century solar power, along with other renewable sources (geothermal and tidal stations, wind turbines, etc.) can take a leading position in the world.
